Bulk certified mail
Bulk certified mail, with a tracking record for every recipient
Upload one PDF and a spreadsheet of addresses. KiteCourier mails each person their own USPS Certified Mail letter with its own tracking number and an electronic return receipt, then shows every letter’s status in one place.

How it works
Three steps, then you can leave the page.
The letters are created in the background after you submit. You are charged once, after they are created, and only for the letters that were sent.
- 1
Add your letter
Upload the final PDF, up to 4.5 MB. A letter over 60 pages must be printed on both sides.
- 2
Add your recipients
Drop in a CSV or Excel file with one row per person. Name, address, city, state and ZIP are required. Columns are matched for you, and anyone who cannot be mailed is listed with the reason before you pay.
- 3
Review and pay
Look at each person’s finished letter as it will be sent, with your details in place. A preview can take a few seconds, and you can pay without waiting for it. KiteCourier then prints the letters and hands them to USPS.
What each recipient gets
A separate mailing, not a mass mailing.
Their own certified letter
Every person is mailed a separate USPS Certified Mail letter with its own tracking number, not one shared mailing.
An electronic return receipt
Every bulk letter includes one: the USPS PDF of the recipient’s signature and delivery details, which you request from USPS once the letter shows Delivered.
Their details on the letter
Print a name, an account number or any other column from your spreadsheet on each person’s letter, in the spot you choose.

Add details from your spreadsheet
Select a column or drag it onto the letter. Each person’s own value prints in the box, in black Helvetica on top of your PDF. A value too long for its box prints smaller, down to size 6, and an empty cell prints nothing.
Sample letter and data, not a real mailing.
Before anything is mailed
Every address is checked with USPS.
A letter is left out, and you are not charged for it, when:
- USPS cannot confirm the address, for example because an apartment number is missing.
- The person filed a change of address with USPS.
- The address is a private mailbox, such as a box at a UPS Store.
Rows that break the format rules, such as a missing ZIP code, are listed with the reason before you pay, so you can fix your file or leave those people out.
After you send
Find the letters that need attention.
Every letter, one page
The campaign page lists each letter with its status and tracking number. Filter by Delivered, In Transit, Needs review or Not sent, or search by name or address.
The reason for each exception
Notice Left and Return to Sender show under Needs review. Letters left out before mailing show Address issue or Address change detected, with Not charged.
Records you can download
A campaign report is a spreadsheet of every recipient with their status and tracking number. A ZIP file holds a copy of every letter.

Price
Priced per organization.
Each organization has its own price per letter, which includes a set number of pages. Bulk campaigns always use it, and you see the total before you pay.
For comparison, the USPS counter price for a 1 oz stamped letter with Certified Mail and an electronic return receipt is $9.28 (rates effective July 12, 2026), before printing, envelopes and staff time. Single letters outside an organization are on the pricing page.
Ask about organization pricingGood to know
- Bulk campaigns are for organization accounts. Everyone in your organization can send letters and see its campaigns, and owners and managers control billing and invitations.
- Everyone gets the same letter, with the details you choose from your spreadsheet printed on it. If each person needs a different letter, contact us.
- A submitted campaign cannot be canceled from your account, so check the finished letter first.
- Letters can only go to U.S. addresses, and your return address must be in the U.S.
- Most letters arrive about 6 business days after you send them, and about 4 in 5 within 10 business days. USPS does not guarantee delivery dates for Certified Mail.
Whether your notice has to go by certified mail depends on the rule behind it. The requirements guides cover the common ones, each with its source.
